　　专家认为，应将公积金管理中心升级为住房银行

　　日前，《关于2015年深化经济体制改革重点工作的意见》指出“研究提出深化住房制度改革实施方案，修订住房公积金管理条例”。

　　“本次修订或集中在公积金用途多元化，降低提取门槛，以及公积金投资范围、额度指标细化等。”中投顾问高级研究员郑宇洁在接受《证券日报》记者采访时表示。

　　根据现行的《住房公积金管理条例》规定，住房公积金一是用于发放个人住房贷款，二是购买国债，三是银行存款。此外，住房公积金贷款还有支持保障性住房建设试点的作用。

　　据《证券日报》记者了解，2012年，全国住房公积金结余资金平均存款利率约为3.56%，仅略高于1年期定期存款利率。职工个人账户平均存款利率2.4%，比同期CPI低，造成广大未使用住房公积金的缴存职工蒙受较大利息损失。截至2014年3月份，全国住房公积金缴存余额已高达3.2万亿元。

　　郑宇洁认为，伴随金融市场改革以及公积金管理能力的提升，未来公积金有望扩大投资范围，除了国债外，可能投资债券回购、万能保险产品、基金或者股票等。在加强风控，完善管理和监管的情况下，实现公积金保值增值，保护缴存者的基本收益。

　　亿翰智库上市房企研究部副主任张化东在接受《证券日报》记者采访时表示，公积金使用范围的调整，在今后城乡统筹的情况下，公积金的使用范围或许将扩展到乡村。

　　方正证券房地产业研究员赵若琼认为，出于对治理结构和资金保值增值的考虑，对于在住房金融中占据重要地位的公积金中心，应改造升级为专业的住房银行，当前，应在资产盘活和资金运用上找到出路。

　　值得一提的是，目前已有多省****政策，如允许公积金异地贷款、进城务工人员纳入住房公积金制度范围等，已被业内视为住房公积金管理的“破冰”之举。
